A private parking company's contractual claim, not a legal fine.
Issued by a private operator (ParkingEye, APCOA, Euro Car Parks, and similar) on private land, retail parks, supermarkets, hospitals. Their argument is that parking there meant accepting the terms on their signage, and breaching those terms is a breach of contract, governed by the Protection of Freedoms Act 2012, not a statutory fine.
