Penalty Charge Notice (PCN)
A statutory fine from a council or TfL for a parking or traffic contravention.
Issued under the Traffic Management Act 2004. This is enforceable by law, not a private company's contract claim. Confusingly, private operators call their notices "PCN" too, theirs stands for Parking Charge Notice, a completely different thing legally. Check for a council logo or a mention of the Traffic Management Act 2004 to tell them apart.
