The full journey of a parking ticket, step by step
Start here if you're not sure what happens next. This is the whole process in order, council/TfL and private tickets both follow this same basic shape, they just use different names and appeals bodies at each stage. See council vs private tickets if you're not sure which one you've got.
1. The ticket is issued
A council or TfL Penalty Charge Notice, or a private operator's Parking Charge Notice. Either way, the clock starts now, usually a 28-day window to respond before the discounted early-payment rate expires and before the next stage can begin.
2. Initial appeal
Your first formal response, challenging the ticket rather than paying it. Reviewed by the issuer directly at this stage. This is the version most likely to be read by someone processing a high volume of appeals, so it's worth getting right the first time. Full step-by-step guide →

If the initial appeal's rejected, the next step has a formal name and real legal weight, a Notice to Owner response for council/TfL, or a Notice to Keeper response for private tickets. Miss this window and, for council/TfL tickets specifically, a Charge Certificate can follow, adding 50% to what's owed.

If that's rejected too, you can take it to a body with no connection to whoever issued the ticket. The Traffic Penalty Tribunal (London Tribunals inside London) for council/TfL cases, or POPLA/the Independent Appeals Service for private ones. Free to use, and genuinely independent.
5. Resolved, or enforcement if it isn't
Win at any stage and the ticket's cancelled. Lose, or don't engage at all, and it moves into enforcement, an Order for Recovery and county court action for council/TfL tickets, debt collection and a possible county court claim for private ones. What happens if you ignore it →
Where to actually start
Whichever stage you're at, the earliest one still open to you is the strongest one, evidence is fresher, more grounds are available, and it's cheaper. Don't wait for the next stage to feel more urgent before acting.
